The precinct is the most local unit of government in the Republican Party — and it's been running without an active chair. That changes now. Precinct 575 deserves a representative who shows up, does the work, and builds something real.
The Precinct Chair is the most local elected position in the Republican Party — elected by Republican voters in the Primary, not by the general public. It is unpaid, voluntary, and arguably the most important grassroots role in the entire party structure. Every precinct chair is the eyes, ears, and hands of the Republican Party in their neighborhood.
Identify, register, and turn out Republican voters. Block walking, phone banking, and direct neighbor-to-neighbor outreach — the fundamentals that win elections.
Every elected Precinct Chair is a voting member of the Harris County Republican Party's governing body — shaping local strategy, budgets, and endorsements.
Organize and lead the Precinct Convention after the Primary. Resolutions passed here can work up to the State Convention and become part of the Texas GOP Platform.
Recruit poll workers, serve as election judges, monitor polling locations, and ensure every vote is counted fairly and securely.
Identify and recruit strong local candidates. Connect civic-minded neighbors to campaigns and help build a Republican bench from the ground up.
Serve as the local voice of the Republican Party — educating neighbors on conservative principles and representing the precinct at every level.

Resolutions that start at a Precinct Convention can become part of the Texas Republican Platform. Delegates elected at the precinct level go to the State Convention. The precinct is not the bottom of the ladder — it is the foundation everything else is built on.

Right now, Precinct 575 has no active chair.
That means no one is building the voter list. No one is organizing the precinct convention. No one is representing Spring/Klein Republicans on the County Executive Committee. That is what this race is about.

Jacovia Cartwright is a Conservative Republican from the Spring/Klein area who has spent years building the infrastructure of the Republican Party at the local, county, state, and national level. He is the founder of the Texas Coalition of Republican Clubs (TxCRC) — an organization dedicated to uniting and strengthening Republican clubs across the state.
Jacovia ran for Precinct Chair last cycle and did not win — but he kept showing up anyway. He worked every election as a Presiding Election Judge, represented the precinct at the State Convention, and served as Sergeant at Arms at the Senate District 7 Precinct Convention. He did not need a title to do the work, and he will not stop doing it regardless of the outcome of this race.
But with the title comes the ability to build something lasting — an active precinct where neighbors are informed, engaged, and heard. Where elected officials come to us. Where Precinct 575 is not just a number on a map, but a real, organized, active unit of the Republican Party.

Worked every election — large or small — as a Presiding Judge for 12 consecutive years. The only exceptions were the two cycles he was on the ballot himself.
Represented Precinct 575 at the Texas Republican State Convention — making sure our neighborhood's voice was heard at the highest level of the party.
Served as Sergeant at Arms at the Precinct Convention for Senate District 7 — showing up and doing the work, not just holding a title.
Founded TxCRC to unite Republican clubs across Texas, strengthen the grassroots infrastructure, and build the conservative movement from the precinct up.
